President Obama would like us to believe that all Americans want health insurance, would buy it if they could and that young healthy uninsured people will rush in to the Obamacare Marketplace. However, as you will see below, Currently Insured people are MOST LIKELY to seek coverage, and Uninsured Health People are the LEAST LIKELY seek coverage through the Marketplace.
MOST LIKELY TO SEEK COVERAGE THROUGH MARKETPLACE
#1: Currently Insured People who want to think they can get FREE coverage. (If their employer offers them coverage, they will be ineligible for government subsidy. If eligible for subsidy, they will soon realize that unless they make under 100% of federal poverty, they will need to pay SOMETHING to get coverage. If they make more than 400% of federal poverty, they will need to pay full price.)
#2: Currently Insured People who already have their own insurance (not provided by their employer) but who are looking for a better deal. (They should be able to get coverage, but will pay full cost if their household income is higher than 400% of poverty).
#3: Currently Insured Employers who already have coverage for their employees, looking to reduce costs. (Under 50 employees do not face a penalty).
#4: Currently Insured Employees who think their employer is charging them too much money for their health plan. (If their employer offers them coverage, they will not get a subsidy. Only if their employer’s plan is deemed Unaffordable will the subsidy apply, and that is likely to be rare since employers are working hard to avoid Unaffordable coverage penalties.)
#5: Uninsured People who have significant medical conditions, who have been uninsured due to either cost-issues, or pre-existing conditions. (They should be able to get coverage, but will pay full cost if their household income is higher than 400% of poverty).
#6: Currently Insured Older people who would like to retire prior to becoming Medicare Eligible. (They should be able to get coverage, but will pay full cost if their household income is higher than 400% of poverty).
#7: Currently Insured People currently getting employer coverage who want to drop out of the workforce to start a business or go back to school.
#8: Uninsured People who are looking for FREE COVERAGE. See #1
#9: Currently Insured Medicare people, who are looking for a better deal. (They will be steered back to Medicare)
LEAST LIKELY TO PURCHASE COVERAGE THOUGH THE MARKETPLACE
#1 Currently Uninsured healthy young people. (Even before Obamacare, they could have purchased low cost coverage, and they have chosen not to do so. They have other priorities and desires in their lives. They are uninsured for a reason. So why would they buy it now? And no, a $95 fine will not motivate them to buy a policy for $100/month)
